Water by Design is governed by a steering committee comprising representatives of the following organisations:

- Environment Institute of Australia and New Zealand (EIANZ)

Project reference groups are established on an ad-hoc basis to ensure targeted consultation and engagement with relevant stakeholders and experts on a particular topic, and typically include representatives from State Government, Local Governments and Industry. Reference group members are listed in the acknowledgements section inside the front cover of the respective publication.
Key questions of science are referred to the Healthy Waterways’ Scientific Expert Panel (Urban Water Group).
Funding
The Water by Design program is jointly funded by Local Governments of South East Queensland, the Queensland Government and the Australian Government, with user-pays contributions for various products and services.
